They ask him, sometimes, the gloating megalomaniacs or the monarchs or the querulous children, what he believes to be the greatest weapon.
"Knowledge," he says with a smile, equal parts glib and wise, and they listen to his words, learn in spite of themselves about the things they never knew; he frees them without bloodshed and they live to die by another hand. The question follows him - insistent, mocking, idle, desperate - until the word he throws back begins to lose meaning.
He stares into the void where once Gallifrey burned, and wonders if, as weapons go, compassion isn't more deadly.
