elliptic_eye requested something like this a while back. Watching "The Five Doctors" with commentary has reminded me!
It's an old sort of betrayal, ancient, the kind that makes up significant portions of the lore on any of a billion nameless planets: the corruption that comes with power, a cautionary tale that passes into myth and obscurity. It's history repeating in the realm of Time Lords, an absurd notion.
And he is disappointed, but only because he expected something more original, more clever from his old teacher. This betrayal is cold, unimaginative, reeks of a tired fatalism, and he wonders just how much Borusa's changed with this latest regeneration.
He remembers wondering the same of the Master, once.

And that the Doctor is disappointed only because he expected more originality—says something about the Doctor, right there…
Thank you for this! :D
