Spoilers: Set midway through Genesis of the Daleks. Extremely oblique references to some of the Third Doctor's era.
Characters: Fourth Doctor
A general amnesty. A victory parade.
This, then, a glimpse of a world without the threat of Daleks, of mechanical extermination, systematised hatred of the unlike. One of the Thals takes his hand, shakes it as he passes; the Doctor smiles, because he's just wandering, really, strolling through corridors, no longer a prisoner. Travelling where he chooses.
The Kaleds have been destroyed, only their extrapolated mutation remaining - a race living on through a hypothetical future.
And the Doctor thinks of Harry and Sarah, and the burning, and might-have-beens; the price of victory, too high for morality to fathom.
